Since 1998, processing milk industry in Mexico has suffred a weakening process. Organized milk producers groups are also dissolving and milk processing at large scale is disappearing. Because of this, new groups have emerged and they have three main objetives: to obtain a better quality raw material for industrial processing to favor selection of more efficient producers and better adapted to their needs, and, to reduce the lobbing power of the ranchers. The industry strategy of this has been a success in the region of Los Altos, Jalisco. During 1998 and 2002, 44% of the groups dissolved in the northern area and the remained groups have lost more than the half of the partners. The majority of those who have left the organization have also quit the milk industry, some others have joined the informal sectors but with limited options for development.
