Abstract
This article discusses the inequalities that different social actors face in the participation of the construction of environmental public policies. We explain that the above situation has shape environmental organizations structure in order to achieve their objetives. One of the main resorces that organizations use is to build networks. Networks allow them to maintain a continuous flow of information, to carry out projects and programs whit a more institutional approach. Networks also help to reduce costs for organization and mobilization, as well as, to communicate with other social groups or the government. Therefore, the paper analyses resources mobilization and the political structural opportunity of the Right to environmental groups in Latin America, particularly the National Network of The Right to Environmental Information in Mexico and, the National Network of Ecology Action in Argentina.
