Abstract. The Strategic Forestry Program of Mexico has three objectives: 1) to promote the sustainable management of forest ecosystems; 2) to improve social welfare in rural areas; 3) to increase the production of forest goods and environmental services. This paper analyzes the institutional ability to achieve these objectives from the point of view of policy efficiency (period 2001- 2012). Three difficulties are identified: 1) lack of precision in the assessment; 2) inconsistency between objectives and budget allocation, where reforestation and commercial plantations are privileged over community forest management; 3) impossibility to achieve change, as shown in the fact that social welfare did not increase nor did the contribution of the forestry sector to the Gross National Product. The paper calls for a model of community forest governance that focuses on the sustainable production of wood and non-timber forest products.
