Abstract

Abstract. This paper examines more than a decade of gender mainstreaming in Mexican environmental policy. The material of analysis is a series of secondary sources: one declaration, one addendum, two programs and various reports. The paper argues that these products resulted from the effective coordination between feminists, public servants and international agencies. Gender mainstreaming was adopted because, from a governmental point of view, the topic of gender and the environment is seen as unthreatening and politically correct at the same time. Two challenges remain: 1) environmental policy is subdued to economic growth; 2) gender gaps in access and control over resources persist. It is necessary to insist on the transforming potential of gender mainstreaming in order to make effective its promise to modify the unequal distribution of power between men and women.
