Abstract. Pampa del Indio is a place located in the northeast of the province of Chaco, with a population of twelve thousand peoples, over 50% of these belong to the ethnic qom. Economic activities qom have been characterized by the combination of wage labor, hunting and gathering, and domestic production of vegetables and cotton. In recent years these are added a local development projects. This article explores the Proyecto de Producción Bovina y Caprina and this itineraries cattle and goats who tried introducing goat rearing for qom and cattle for creole settlers in the area. This program, implemented by the Instituto de Cultura Popular and funded by the World Bank, reveals the actions of international organizations and NGOs in the development programs implemented in indigenous communities in northeastern Argentina generating negative socioeconomic outcomes such populations that reproduced historical power relations in the region.
